In April, AGC of California’s government affairs team co-led a coalition to oppose proposed changes to Orange County Labor Ordinance Section 7-1-3 regarding the disclosure of subcontractors, which were backed by the Western States Regional Council of Carpenters. As it stands, this ordinance would impose extensive subcontractor disclosure requirements as a condition for issuing building permits for major residential and commercial construction projects, even before permits are granted.
Additionally, the proposed ordinance would require subcontractor disclosures under penalty of perjury as a condition for obtaining building permits. It would mandate updates every 72 hours throughout the construction process and allow for stop-work orders and withholding of final inspections for non-compliance. The attached document further outlines the significant impacts this could have on our contracting community.
Over the course of several weeks, AGC of California met with Supervisor Chaffey and the executive staff of Supervisor Sarmiento regarding this issue. Thanks to our strong relationships, the coalition also engaged with Supervisor Foley’s office. We are pleased to report that this measure is no longer being pursued at this time. We thank our coalition partners and, most importantly, our members for voicing their concerns about this issue.
