Owner of the Year Award

AGC of California proudly unveils the recipient of the 2026 Owner of the Year Award

The Owner of the Year Award honors a public or private owner who exemplifies an outstanding commitment to fostering a strong, cooperative relationship between Owners and Contractors.

Caltrain’s Peninsula Corridor Electrification Project (PCEP) is a landmark achievement in sustainable transit, earning them the AGC Owner of the Year Award 2026. This 52-mile rail modernization replaced diesel trains with a fully electrified system, reducing emissions, improving air quality, and delivering safer, faster, and quieter service. Caltrain’s leadership extended beyond infrastructure, fostering collaboration, innovation, and excellence.

Through flexible contracts, safety prioritization, and workforce retention, Caltrain built strong partnerships. They navigated challenges like utility relocations and Covid-19 with adaptability, rebuilding trust through 20 partnering workshops and transparent cost reviews. Innovations like the Shared Risk Allowance and Zipper Approach mitigated risks, avoided delays, and controlled costs.

PCEP’s on-time, on-budget completion with no claims reflects Caltrain’s exceptional leadership. Serving 65,000 daily riders, cutting 250,000 tons of emissions annually, and creating 33,000 jobs, Caltrain sets a national standard for sustainable transit, making them a deserving recipient of this prestigious award.
