The prestigious 2020 Builder Between $40 – $200 Million Constructor Award was presented to Hensel Phelps for their work on the San Ysidro Land Port of Entry Phase 2. As the busiest land border crossing in the Western Hemisphere, the San Ysidro Land Port of Entry needed to be updated and overhauled to meet the 21st century needs of its primary tenant, the U.S. Customs and Border Protection.

Hensel Phelps led the design-build team on the $156 million Phase 2 project, ensuring that the vital Port remained fully operational during construction. The overhauled 39-acre Port of Entry features heightened standards in efficiency, security, aesthetics, and sustainability. It was designed and constructed to be the first government-owned, continuously operating facility to achieve LEED Platinum, NetZero Energy, and NetZero Water Certifications. The project preserved the Historic Customs House, built in 1934, and reconstructed the Port’s 102,000-square-foot Northbound Pedestrian Processing Building and its pedestrian and bus-inspection facilities.

Hensel Phelps integrated its 6-step quality control process as part of the Quality Control and Quality Assurance program. The program included peer review charrettes, intra-disciplinary reviews, and “checks and balances” to deliver a competed and coordinated set of construction documents. A stringent safety program resulted in just one safety case in over 570,000 worker hours.

Completed on time and on budget, the project resulted in a unique 50-year facility that supports the needs of 100,000 daily visitors.
