California Air Resources Board (CARB)—Heavy-Duty
Inspection and Maintenance Program (HD I/M): CARB
developed a comprehensive HD I/M program in consultation with
the Department of Motor Vehicles and the Bureau of Automotive
Repair to ensure that emissions control systems on heavy-duty
vehicles are properly functioning. This program begins screening
for high emitting vehicles on January 1, 2023.

California Highway Patrol (CHP)—Basic Inspection of
Terminal (BIT) and California Performance Safety Score
(CPSS) program:
CHP’s BIT program and CPSS program will be
discussed as it relates to both intra– and interstate companies.

10:30AM-11:45AM: FEDERAL MOTOR CARRIER SAFETY ADMINISTRATION
Federal Motor Carrier Safety Administration (FMCSA) –
Safety Measurement System (SMS), crash ratings, and
Crash Preventability Determination Program (CPDP):
FMCSA’s SMS and crash ratings will be discussed pursuant to
triggering BIT inspections. An introduction to FMCSA’s CPDP will
be provided. Speaker: Ed Carlson, Safer-r Compliance.
Federal Motor Carrier Safety Administration (FMCSA) –
CPDP continued discussion, and Drug and Alcohol
Clearinghouse Program: Changes and updates to FMCSA’s
CPDP and Drug and Alcohol Clearinghouse program will be
discussed in relation to company responsibilities, impacts to hiring
drivers, and an overview of what drivers need to know.
