Supportive Services Manager

SUMMARY: The Supportive Services Manager supports AGC of California’s workforce development programs—including Build California—and plays a vital role in advancing the organization’s mission to attract, develop, and retain a diverse and qualified construction workforce. This position ensures participants have access to essential supportive resources that remove barriers to training, employment, and long-term career success. The Manager oversees the delivery of wraparound services, administers participant-focused grants and scholarship programs, and collaborates with internal and external stakeholders to integrate individualized supportive services and related resources into the participant experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES: including but not limited to the following. Other duties may be assigned.

  • Conduct needs/eligibility assessments for program participants to build and implement individualized supportive service plans to address barriers to employment.
  • Provide referrals to external resources such as housing, transportation, and financial assistance; follow up to ensure connection and resolution.
  • Utilizes case management and quality management processes in compliance with regulatory accreditation guidelines to provide referrals for mental health services.
  • Develop and maintain an up-to-date directory of community-based organizations, service providers, and corporate partners offering employment-related support services; cultivate and sustain strong partnerships with these entities to enhance service delivery and stakeholder engagement.
  • Promote and administer childcare stipends funded through grants such as the DIR ERiCA initiative by marketing availability, screening participants for eligibility, collecting documentation, and ensuring timely and accurate payments.
  • Serve as the primary staff lead for participant-facing support programs; ensure compliance with all grant contracts, reporting requirements, and funding guidelines across all supportive services initiatives.
  • Track service delivery, manage documentation, and provide data and reporting for grant compliance and evaluation.
  • Promote and manage the Skilled Trades Scholarship program, guiding eligible individuals through the referral and application process. Coordinate with selection and disbursement teams and follow up with awardees for progress updates.
  • Partner with staff providing career counseling and placement services to embed supportive services into participant action plans. Participate in team meetings and case reviews to coordinate service delivery and ensure holistic support for participants.
  • Identify service gaps, recommend new partnerships or solutions, and contribute to the continuous improvement of the supportive services function.
  • Represent AGC, CEF and/or Build California at resource fairs, stakeholder events, and outreach opportunities to promote available support programs.

SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities.

TRAVEL REQUIREMENT: This position has a 15% travel requirement.

EDUCATION AND/OR EXPERIENCE: A combination of education and experience will be considered to meet the requirements of the position. A Bachelor’s degree (B.A.) in social work, human services, education, or a related field from an accredited college, university, or technical school is preferred. Alternatively, a minimum of two years of professional experience in program and/or case management, workforce development, or supportive services coordination may substitute for formal education. Equivalent combinations of education and experience will also be considered.

CERTIFICATES, LICENSES, REGISTRATIONS:  A current CA driver’s license and proof of auto insurance are required.
