Environmental Policy Efforts
AGC of California works diligently to advocate on behalf of our members and the construction industry with a variety of California environmental agencies. We utilize the relationships we have built and are active in the rule-making process to strengthen the development of our state and shape policy. We regularly attend working groups, workshops, and public hearings to stay informed on incoming regulations that may impact our members and the industry. We provide verbal and written comments during open comment periods to actively shape policy. Additionally, we collaborate with our members through internal working groups to ensure their voices are heard.

You can participate in one of our working groups, submit written and/or verbal comments to a state agency, or participate in one of our call-to-actions!
To be eligible to participate in a working group, you must be a member of AGC of California. If you are a member of AGC of California and would like to be more involved in our advocacy efforts, please contact Mary Alyssa Rancier, our Senior Policy Coordinator, at rancierm@agc-ca.org. If you are not a member of AGC of California and would like to be, please email member_services@agc-ca.org, indicating your interest. Working groups are an excellent way to participate without having to write a formal comment letter because we do the hard work for you!
To submit a written comment for a California Air Resources Board regulation, please click here. Keep a look out for talking points that may help assist you in developing a formal comment letter. While you may submit a letter to the Board at any time, formal comments to be considered during the rulemaking process must be submitted during the formal comment period.
To submit a verbal comment, attend a public hearing. Please review the agenda before the meeting to ensure that the Board will be discussing the regulation you would like to provide a comment on. Verbal comments are typically limited to 1 – 3 minutes per person. We keep our members informed of written and verbal comment opportunities through our Government Affairs Newsletter.
Lastly, keep a look out for our Call-to-Actions (CTAs) that are emailed to our membership and advertised on our social media accounts. CTAs is advocacy made easy! You simply click on a button to be redirected to our CTA that contains a pre-written email to be sent to the Board for consideration. They are active for a limited time. CTAs are not formal comments, however, it is another avenue to advocate and have your voice heard.

Advanced Clean Fleets (ACF)
CARB adopted the Advanced Clean Fleets regulation Friday, April 28, 2023. It will go into effect January 1, 2024.

In-Use Off-Road Diesel Regulation
On November 17, 2022, the California Air Resources Board (CARB) passed the amendments to the regulation with staff making 15-day changes. The amendments will go into effect starting January 1, 2024, for large and medium fleets and January 1, 2028 for small fleets.

Advanced Clean Cars (ACC) II
On August 25, 2022, the California Air Resources Board held a second public hearing to consider the proposed Advanced Clean Cars II regulation. The OAL approved the rulemaking and filed with the Secretary of State on November 30, 2022. The effective date of this regulation is November 30, 2022.

Amendments to Rule 9-6: Nitrogen Oxides Emissions from Natural Gas-fired Boilers and Water Heaters
On February 6, 2023 the Bay Area Air Quality Management District adopted the amendments to Rule 9-6, Nitrogen Oxides Emissions from Natural Gas-fired Boilers and Water Heaters.
State Water Resources Control Board (SWRCB)
Construction General Permit (CGP)
On September 8, 2022 the State Water Resources Control Board voted to pass the updated Construction Stormwater General Permit Order 2022-0057-DWQ.
South Coast Air Quality Management District (SCAQMD)
2022 Air Quality Management Plan (AQMP)
On December 2, 2022, the South Coast Air Quality Management District’s (AQMD) Governing Board voted to pass the 2022 Air Quality Management Plan.
Rule 403.2 – Fugitive Dust from Large Roadway Projects
On June 3, 2022 the South Coast Air Quality Management District’s (AQMD) Governing Board voted to pass the Proposed Rule 403.2 ‘Fugitive Dust from Large Roadway Projects’. This rule went into effect six months after the adoption on December 3, 2022.
