About the Instructors

Johnny Gayman
Johnny Gayman, Engineering Manager (San Bernardino County Department of Public Works Permits Division)

Johnny Gayman, Engineering Manager San Bernardino County Department of Public Works Permits Division.  In this role, Johnny manages the Permits Division for all encroachments in the County Maintained Road System and Flood Control right-of-way.  Drawing on 23 years’ experience in both the public and private sector of Civil Engineering, with a background in construction as a Resident Engineer, project manager in Flood Control Design, Solid Waste Management and permitting, Johnny is assisting cities, developers, utility agencies, and the private homeowner obtain permits to construct projects within the County right-of-ways.

A big believer in developing and maintaining public infrastructure, Johnny supports clear communication to facilitate expedited plan reviews and effective customer service.

Johnny is a Licensed Professional Engineer and has a Bachelor of Science from California State University Long Beach in Civil Engineering.

Andy Silao
Andy Silao, Division Chief for Contracts Division (San Bernardino County Department Public Works)

Andy Silao has a Bachelor of Science degree in Civil Engineering from Cal Poly Pomona, licensed as a professional engineer in the State, and over 20 years of engineering experience in both private and with San Bernardino County Department Public Works (SBCDPW). He is the Division Chief for Contracts Division that is responsible for the advertisement, award, and administration of SBCDPW Transportation Division and Flood Control District construction projects.

Samuel E Nicorici, P.E., QSD/P, Resident Engineer (San Bernardino Department of Public Works, Contracts Division)

Samuel Nicorici received his Bachelor of Science degree in Civil Engineering from Cal Poly Pomona, licensed as a professional engineer in the State and over 10 years of engineering experience in both private and with San Bernardino County Department Public Works (SBCDPW). He is an Resident Engineer for Contracts Division that is responsible for the advertisement, award, and administration of SBCDPW Transportation Division and Flood Control District construction projects.
